Requirements
Applicants must have a National Diploma (NQF Level 6) in Finance, Accounting, Auditing, Supply Chain Management, Commerce, or a relevant qualification in the related field recognised by SAQA.
A minimum of three years’ experience in reviewing or auditing Demand and Acquisition Management within Supply Chain Management in the Public Service is required.
Candidates should also have knowledge of acquisition and contract management, procurement and business practices, administration and governance meetings.
The position requires the ability to establish demand and acquisition management systems and controls, interpret and apply policies, strategies and legislation, and identify and solve problems.
Applicants should also demonstrate organisational and presentation skills, interpersonal and diplomacy skills, decision-making ability, negotiation skills and conflict-management skills.
Duties
The successful candidate will review procurement documentation relating to the RFP and RFQ processes before award decisions are finalised, with the aim of ensuring compliance with SCM legislation and applicable prescripts.
The position will also involve reviewing and verifying documentation throughout the supply chain process, from identifying needs through to fulfilment.
Other responsibilities include monitoring compliance with Supply Chain policies and procedures, the PFMA and its Regulations, as well as applicable National Treasury circulars, instruction notices, norms and standards.
The successful candidate will assess contract management processes and conduct spot checks to identify non-compliance and support corrective action plans.
The role will also contribute to sound corporate governance and improved compliance with SCM reporting requirements for both internal and external reporting.
