Requirements
Applicants should have:
- Matric (Grade 12) or equivalent.
- A Bachelor’s degree (NQF Level 7) in Human Resource Management or a relevant qualification recognised by SAQA.
- An Honours degree (NQF Level 8) in Human Resource Management or a relevant qualification is an added advantage.
- At least 5 years’ experience in an HRM environment within the public sector.
- 3–5 years’ HR generalist experience at managerial level.
- Working knowledge of the BCEA, Labour Relations Act and applicable public sector legislation.
- Knowledge and experience of payroll and SARS processes.
- Proficiency in SAGE 300 Payroll Software.
- MS Office skills, including Excel, Word and PowerPoint.
- A valid Code 8/10 driver’s licence.
- Willingness to work flexible hours, including weekends.
Own reliable transport will be an advantage.
Key Responsibilities
The Senior Manager will lead and oversee a broad range of human resources functions at MBTC.
Recruitment and Employee Administration
Responsibilities include overseeing recruitment and selection, onboarding and offboarding processes, as well as general HR administration.
Training and Development
The role includes overseeing training and development opportunities, administering bursary processes, submitting the Workplace Skills Plan (WSP) and Annual Training Report (ATR), and implementing initiatives such as internships, experiential learning and learnerships.
Leave and HR Management
The successful candidate will oversee appointments, inductions, employee exits, pension withdrawals and leave administration, including leave pay-outs.
The position also involves implementing the Employment Equity Plan, COIDA activities, QCTO and CATHSSETA grant applications and provident fund verification processes.
Performance Management and HR Strategy
The role involves reviewing and developing HR policies, providing strategic HR input, supporting employee health and wellness initiatives and overseeing compliance with performance management processes.
The Senior Manager will also lead the Moderating Committee and report on performance-related matters.
Payroll Management
Key payroll responsibilities include verifying monthly payroll reports, overseeing UIF reporting, coordinating EMP201 submissions, assisting with EMP501 submissions and ensuring applicable Skills Development Levy and UIF deductions are processed.
The role also includes overseeing payslip distribution and annual IRP5 certificate distribution.
People Management and Governance
The successful applicant will lead and manage the HRM Unit, monitor employee performance and address performance-related issues.
The position also carries responsibility for implementing internal and external audit recommendations, risk-management action plans and council resolutions, while ensuring adherence to Schedule 3A public entity regulations and reporting standards.
